EU: Changes and legislative proposals in the area of public procurement
In addition, on 20th December the European Commission put forward three legislative proposals:
The first proposal represents the Directive of the European Parliament on public procurement, which shall replace the Directive 2004/18/EC.
The second proposal of the European Commission represents the proposal of an Amendment to the Directive 2004/17/EC.
Both proposals aim at the fulfillment of the two following goals: increase of efficiency with regard to public spending and enabling the contracting authorities to use the public procurement for promotion of the social goals such as environmental protection, more efficient use of resources and energies, struggle against climate change, innovation promotion, employment promotion, social inclusion and providing of high quality social services.
Third proposal of the European Commission represents the directive on the award of concession contracts. The proposal shall ensure transparency, justice and legal certainty while awarding concession contracts, and thus achieve better quality of licensed works and services.
